Matt Comyn, CBA’s chief executive, said there was little doubt that the 3 per cent buffer enforced by APRA reduced borrowing capacity, but he argued it reduced financial risks.

It is an issue that is being considered by a Senate inquiry, with critics of the buffer saying it is locking many people out of home loans.

ANZ had warned in its submission to the inquiry that the buffer, along with high house prices, meant banks were increasingly only able to offer mortgages to the rich.
